In 2017, SRWS and DFO signed an agreement that provided $1.5M+ in Coastal Restoration Fund (CRF) funding to SRWS. The agreement specifies the purpose, methods, and scope of work, including preserving kiteboarding access and specifically, realigning the spit to provide road access to the wind sports launch site from 3rd avenue. Except from the agreement:

SRWS was even supposed to conduct a study to determine the feasibility of such realignment:

This isn't some minor technicality, the whole contract was written to realign the spit from 3rd avenue, from high level project overview down to specific funding milestones, e.g. below:

And yet, SRWS has never seriously looked at realignment. Despite the contractual requirement, they never commissioned any studies to evaluate spit realignment, whether from 3rd avenue or otherwise. Instead they only commissioned studies (example hidden on their website) on the removal of the spit, even though the contract very clearly does not contemplate the removal of the spit.

For comparison, try to read this public update by SRWS from 2021-05-21. It's filled to the brim with "studies" / "modelling" buzzwords to make you think that any of those studies were relevant. But behind that facade, the studies that actually needed to happen to evaluate the feasibility of spit realignment did not happen.
